OCC Targets November Rules

US Comptroller of the Currency Jonathan Gould told the Wyoming Blockchain Symposium that his agency intends to publish final GENIUS Act stablecoin rules by November, racing to beat the law's own effective date of no later than January 18, 2027. The OCC already missed an earlier July deadline; its original 376-page rule proposal came out in February and went through a 60-day public comment period that closed May 1. The draft covers a payment stablecoin's entire lifecycle — reserve assets, at-par redemption, liquidity, audits, custody and the process for winding down an issuer. Gould noted that digital-asset chartering activity is up eightfold compared with the previous administration, and the agency expects to start processing issuer applications in 2027. The fate of the broader CLARITY Act remains uncertain, leaving GENIUS as the main federal framework for stablecoins for now.
